Buying Domain Names Craze

There is a craze. It’s called “Buy Domain Name” craze. Ever since the dawn of time, oh, sorry. Ever since Internet was started, there have been domain name parkers buying all the favourite keywords in the domain names like mad and wait for those who have the intention of truly developing the sites to buy from them at a higher price.
It’s a practice that isn’t dying yet unless the prices for the domain names have gone up too high for them to hold on to the names. A domain name registration is a simple process. However, your personal data can be leaked onto the Whois data and those who prefer not to be spammed will buy private registrations.
I have a few domains that I thought of and wanted to buy, especially those .com domains that are of 8 characters and less if possible. However, I have been disappointed many times when GoDaddy tells me that the domains are taken and when I access those sites, most of them are parking or redirecting domains.
Some of the sites have not been updated for eons either. Others are still in the 1990s design that have gaudy looking colours that clash or simply horrific looking colours that make me go blind after that. I wish that there is a way to prevent people from buying domain names just to park there for 10 years or more.
If a website is to be parked there for 1 year and by the 2nd year, there isn’t any value to it, the domain name sellers should enforce that any domains sold that are still parked by year 2, the domain fees paid will be forfeited and the domain name will be available to those who are genuine in making full use of that domain.
Is this possible so that this domain parking abuse can be reduced?
