The rules can be found here. Ends on Nov 17, 2007. I heart the PR4 lifetime rank. SEO tricks allowed. Hey! Unfair! 
Update: Somehow, it seems to be a company but it looks as if it’s just been built. I wonder if it’s for real since the applications don’t look very useful at this moment.
